Martial law?
The chat rooms say the Chief Navigator is broadly hinting of the need to declare martial law. If he can prove the protestors stole the armory weapons they he can package them as armed revolutionaries plotting the overthrow of the lawful government during the crisis of the King’s coma. He might even pin the shooting of the King on them. Then the protestors can be the perfect fall guys to justify martial law.
